This study examined descriptive differences across instructional leadership, teacher reflection and instructional improvement, instructional quality, and student learning outcomes in Indonesia. Unlike studies focusing on individual leadership effects, it integrated national competency attainment with district-level school classifications and reported improvement patterns. A quantitative descriptive analysis used aggregated secondary data from the 2025 Indonesian Education Report and comparable junior secondary education-quality profiles for Muna, South Konawe, and North Kolaka, selected for indicator availability and comparability. National comparisons assessed literacy and numeracy attainment, while district comparisons examined the proportions of schools classified as Good and showing improvement across five official indicators. Junior secondary literacy attainment reached 76.49% (Good), compared with 70.81% (Moderate) for numeracy, representing a 5.68-percentage-point difference. Across the three districts, Good-category proportions for instructional leadership and teacher reflection exceeded those for instructional quality and learning outcomes. Improvement patterns also differed across indicators and competency domains. These findings identify recurring discrepancies between favorable organizational classifications and less favorable instructional and learning classifications. The analysis does not establish statistical associations, temporal relationships, or causal mediation. Its contribution is a reproducible descriptive comparison that identifies potential priorities for further school-level investigation.
